Spindle analog voltage low

Spindle analog voltage low
I have been having trouble with my Acorn board, specifically the spindle voltage out. I am getting around 1.2v out with the spindle stopped. When running spindle bench test I get like 1.4v on stage 1, if I enter 1.5 it is right on for the remaining stages. Voltages are read right at the terminal on board. Admittedly I have let the smoke out of a couple of boards already but having learned why (and paid my lesson fees) I haven't on this one. Anyone else experienced this or have any ideas? Report and pics of my setup attached. Thanks in advance.

please perform the spindle bench test with nothing connected to the Acorn Board.
