I worked around my issue (called for "oversize" holes in VCarve), but still have no idea what caused the error.

Have you cut a slow feedrate shallow slot and measured the width that the bit actually cuts in your material? You may be surprised, some solid carbide bits are undersized a bit.

If you cut the holes once climb and then again conventional do the hole sizes change?

Follow-up. I've been told by the internet that my problem is an issue in the VCarve pocket toolpath (and not the hardware) and was advised to use a profile toolpath. I did and it cut the exact size hole I wanted.
